The results of 2020 were summed up and the tasks for 2021 were outlined at the wrap-up reporting meeting of the medical council of the State Autonomous Healthcare Institution "Chistopol Central District Hospital".
Medical Council was attended by the Deputy Minister of Health of the Republic of Tatarstan Ildar Fatikhov, head of Chistopol municipal district Dmitry Ivanov, the chief part-time cardiologist of the Ministry of Health of the Republic of Tatarstan Zulfiya Kim, chief physician of State Autonomous Healthcare Institution "Chistopol Central District Hospital" Rais Mustafin.
Summing up the results of 2020, the chief physician of the State Autonomous Healthcare Institution "Chistopol Central District Hospital" Rais Mustafin noted that medicine in general and Chistopol Central District Hospital, in particular, had to survive hard times in 2020. "In a short time, with the support of the President of Tatarstan Rustam Minnikhanov, the Ministry of Health of the Republic of Tatarstan, head of Chistopol municipal district from April 28, 2020 and until further notice, started to operate a temporary infectious hospital for the provision of specialized medical care for patients with new coronavirus infection COVID-19," said Rais Robertovich. On the basis of the in-patient facility of the city hospital #2 for the Zakama district, a hospital with seven attached districts with 129 beds was deployed. In addition, 38 reserve beds were prepared on the basis of the therapeutic department of the CDH in-patient facility, where the assembly hall was repurposed for resuscitation.
Undoubtedly, the 2020 has made adjustments to the existing work of all structural divisions of the Chistopol CDH. The chief medical officer said that provision hospitals were deployed for seven districts. The total bed capacity is 106 beds; the number of people served is about 240,000 people.
The department of rehabilitation and restorative treatment on 63 Lenin Street was designated as a dispensary hospital for the reception of children with suspected coronavirus infection until the diagnosis was clarified. The CT scan was organized on the principle of an outpatient X-ray computer tomography center. In November 2020, within the framework of the National Project "Health Care", the replacement of the X-ray computer tomography device was carried out in record time, without sanitary losses. The number of examinations of the chest organs in 2020 increased more than 4 times compared to 2019. Outpatient care in the context of the pandemic was in tougher conditions. So, a "Red Zone" was created for the reception of patients with fever and teams were formed to take smears for COVID-19. 746 patients with suspected new coronavirus infection were treated on an outpatient basis.
In total, 8,946 samples of material were taken. It is important to note that since November 17, 2020, outpatient patients are provided with free medicines. The total mortality rate for 2020 in the Chistopol district was 18.6 per 1,000 population. "It was a difficult year, but we managed to meet the key indicators for the National Health Care Project. In the rating on mortality in general among the municipal districts of the Republic of Tatarstan, we take the 19th place, let me remind you in 2019 – the 39th place," Rais Robertovich commented. Assessing the results of the medical examination of the population, Rais Robertovich said that the current epidemiological situation did not allow it to be fully implemented. In total, 5084 people were covered with a plan of more than 13,000. Separately, the chief physician reported on the vaccination campaign against the new coronavirus infection that began in mid-December. First of all, the two-component vector vaccine against COVID –19-"Gam-COVID-Vac" of the Sputnik V trademark was vaccinated to medical workers who are at risk. Since January 18, 2021, vaccination is reaching a mass level and everyone is invited to get vaccinated.
In 2020, major repairs were completed on the 4th and 5th floors of the in-patient facility. A new department has been created – an operating unit for 3 operating rooms, one of which belongs to the category of a complex of clean rooms with ventilation and air conditioning control, providing air purification, temperature, relative humidity and light level. New operating tables, an endoscopic stand with a set of tools, including for urological operations, and X-ray machine were installed. On the renovated floors of the hospital, there is a cardiology department and a vascular center with conditions for patients to stay in 2-4-bed wards, there is a separate ward for participants of the Great Patriotic War.
Within the framework of the national project "Healthcare" - "Fight Against Cardiovascular Diseases", the department received new ECG and ultrasound diagnostic devices. Rais Robertovich also drew attention to the fact that polyclinic care is strengthened by a new socially significant type of medical care for the entire district. So, in July 2020, together with the Deputy of the State Council of the Republic of Tatarstan of the VI Convocation Vladimir Vavilov and the head of the district Dmitry Ivanov, a palliative care office was opened. Now all the necessary care for such patients is organized at the place of residence, which has improved the quality and availability of palliative care. Rais Robertovich said that within the framework of the implementation of the national projects "Healthcare" and "Demography"," at the initiative of the President of the Republic of Tatarstan, Rustam Minnikhanov, a project on conducting medical examinations of rural residents is being successfully implemented. In 2020, the mobile complex in the Chistopol district worked for 7 weeks. A total of 1,496 patients were admitted, which amounted to 2,833 visits. A landmark event for the residents of the village was the opening of a new paramedical obstetrical station in the village of Krasny Yar.
As the chief physician reported, the maternity service showed good results of its work. "In recent years, there has been a decline in the birth rate both in the Chistopol district and throughout the republic as a whole. In 2020, 652 children were born in the Chistopol district. But in total, 894 children were born in the Chistopol maternity hospital, which is 15 more children compared to 2019," Rais Mustafin said. In 2020 courses of the maternity hospital of the Chistopol Central District Hospital "Easy Childbirth" are the winners of the republican contest "Best Goods and Services of the Republic of Tatarstan" and won in All-Russian contest "100 Best Goods of Russia-2020".
A significant victory in 2020 was also won by the youth council of the Chistopol Central District Hospital, which took the first team place in the superfinal of the creative competition of working youth "Our Time – Beznen Zaman". The report covered the topics of improving the skills of medical workers and attracting new specialists, the economic activities of the institution, drug provision for privileged categories of citizens, the introduction of personalized medicine, public satisfaction with the quality of medical services, and others.
At the end of his report, Rais Mustafin focused on the main tasks for 2021. Among the main tasks for the current year, the chief physician of the Chistopol Central District Hospital noted: reducing the overall mortality of the population, reducing the mortality of the working-age population, improving the efficiency and quality of dispensary monitoring of patients with chronic diseases, further development of personnel policy, work to attract grant support.
With a report on the organization of care for patients with cardiac profile in Chistopol district, Republic of Tatarstan acted Candidate of Medical Sciences, chief cardiologist of the Ministry of Health of the Republic of Tatarstan Zulfiya Kim. Naila Nigmatullina told about the work of the union organization of health care in the Chistopol district. Deputy Minister of Health of the Republic of Tatarstan Ildar Fatikhov summed up the work of the health institutions of the Republic of Tatarstan as a whole, gave a positive assessment of the work of the Chistopol Central District Hospital and defined the tasks for 2021. "The entire system of medical care in the Republic of Tatarstan has been completely reformatted. In a short time, taking into account the epidemiological situation, a new system of medical care was built," Ildar Razinovich said. 17,552 health workers and 936 ambulance drivers were involved in providing medical care to patients with COVID-19. In the republic, a new inpatient building of the Republican Clinical Infectious Diseases Hospital was built in record time (100 days). He stressed that today the main tool in the fight against coronavirus infection is vaccination.
Today, you can get vaccinated in 68 medical organizations of the republic. Ildar Razinovich thanked the district administration and the staff of the Chistopol Central District Hospital for their well-coordinated work in the conditions of the pandemic and called for joint improvement of indicators in the district and in the republic as a whole. Speaking to the participants of the final meeting, the head of the district Dmitry Ivanov noted the positive results of the health care institutions of the Chistopol Central District Hospital. He thanked all the medical workers for their selfless work and wished them further fruitful work in order to strengthen the state of health and improve the quality of life of the residents of the Chistopol district.
At the end of the meeting, a solemn ceremony of awarding medical workers was held.
