The Republican Clinical Oncology Dispensary held a final medical council with the participation of the Minister of Health of the Republic of Tatarstan Marat Sadykov, which summed up the results of the institution's work for 2020 and identified priority areas in 2021.
The meeting was attended by the head of the Department of Health, Sport and Healthy Lifestyle of the Cabinet of Ministers of the Republic of Tatarstan Guzel Shakirova, Director of Kazan State Medical Academy, chief part-time oncologist of the Volga Federal District, corresponding member of Russian Academy of Sciences, Professor Rustem Khasanov, Director of Territorial Compulsory Medical Insurance Fund of the Republic of Tatarstan Alsu Miftakhova and the head of the Local Health Authority of the Roszdravnadzor of the Republic of Tatarstan Lyubov Shaikhutdinova.
The results of the activity of the oncological service for the past year were presented by the chief physician Ilgiz Khidiyatov. The report covered all areas of the organization of cancer care in the Republic of Tatarstan. Ilgiz Rinatovich noted that due to the fact that malignant neoplasms are a real challenge to modern society and the health care system as a whole, the national project "Health Care" has a separate program "Fight against Cancer". As part of the program, the Cancer Service has set a purpose to reduce the death rate from neoplasms. This is possible only if the quality, efficiency and availability of cancer care to the population are constantly growing, and if primary care organizations and specialized cancer services work together.
Ilgiz Rinatovich emphasized that despite the pandemic of a new coronavirus infection, the work of the cancer service of the Republic of Tatarstan has not been suspended for a single day and is carried out in compliance with a set of anti-epidemic measures. In 2020, a large number of new methods for the diagnosis and treatment of neoplasms were introduced.
One of the priorities of the project "Fight Against Cancer" is to re-equip specialized clinics with medical equipment. 43 units of equipment for operating rooms were received, which provided a new level of surgical care for patients with cancer. In 2020, 56 new technologies of surgical interventions were introduced, including 23 new types of video endoscopic operations. The introduction of minimally invasive methods made it possible to improve the quality and significantly intensify the activities of the surgical clinic.
The team of the clinic managed to significantly improve the effectiveness of treatment of patients, including by expanding the scope and range of molecular genetic studies with the selection of personalized therapy.
In the republic, the provision of radiotherapy care, which is an integral part of the comprehensive treatment of malignant neoplasms, is reaching a completely new level of quality.
In 2020, they completed the construction and equipping of the cancer center with radiological building of Naberezhnye Chelny branch and radiological building of Almetyevsk branch of the Republican Clinical Oncologic Dispensary of the Ministry of Health of the Republic of Tatarstan.
Almetyevsk branch is an inter-municipal cancer center for more than 600,000 residents of the South-Eastern region of the Republic of Tatarstan. The most popular in the spectrum of modern methods of treatment of malignant neoplasms are radiotherapy methods. To receive radiotherapy treatment, about 1,000 patients in the South-East of the Republic of Tatarstan are forced to visit Kazan city. Currently, a radiological center for 30,000 radiation therapy sessions per year has been put into operation, equipped with modern medical equipment, including co-financing from Tatneft. The commissioning of the facility will solve the problem of accessibility of this type of specialized medical care.
Naberezhnye Chelny branch provides specialized medical care to the population of 9 municipalities in the north-east of the Republic of Tatarstan. Thanks to the financial support of the leadership of the Republic of Tatarstan, the federal center and the support of the leadership of KAMAZ, a modern center for outpatient care and radiotherapy was put into operation, designed for 200 outpatient visits per day and 30,000 sessions of radiation therapy per year.
In 2020, the park of medical equipment was replenished with modern equipment for nuclear medicine: these are installations for remote and contact radiation therapy, devices for X-ray therapy, equipment for positron emission tomography.
Today, the ideology of improving cancer care by completing the formation of closed technological cycles of diagnosis and treatment of patients has become a reality.
Thus, the ongoing measures to improve cancer care have allowed us to form a zonal principle of providing specialized medical care to patients with cancer. Key technologies that provide an integrated approach to the provision of medical care to patients with malignant neoplasms are presented in all zones: the availability and quality of specialized outpatient and surgical medical care, drug antitumor therapy and radiotherapy are provided.
At the end of the medical council, the Minister of Health of the Republic of Tatarstan, Marat Sadykov, noted the success and gave a positive assessment of the activities of the cancer service of the republic.
The final medical council of the Republican Clinical Oncology Dispensary of the Ministry of Health of the Republic of Tatarstan ended with the awarding of employees of the cancer service.
