State Duma adopted a law on determining the legal status of the Russian Red Cross

10 December 2025, Wednesday

The State Duma of the Russian Federation at the plenary session unanimously adopted in the second and third readings the draft law "On the Russian Red Cross" (RRC). This step will complete the creation of a modern legal framework for the country's oldest humanitarian organization with more than 158 years of history, which annually receives an average of 2 million people.

The law project establishes the special status of the Russian Red Cross as the only National Society of the International Red Cross and Red Crescent Movement in Russia. The document defines the mission, basic principles of activity, rights and obligations of the organization, as well as the basis of its interaction with government agencies. Thus, the RRC becomes the first and only public organization in the country whose activities are regulated by a separate federal law.

The Tatarstan Regional Office is the official representative of the RRC in the Republic of Tatarstan. In June 2022, a cooperation agreement was signed with the Government of the Republic of Tatarstan, and in January 2023 with the Ministry of Health of the Republic of Tatarstan.
