The Ministry of Health of Tatarstan summed up the results of work for 2020

Today, the Final Collegium of the Ministry of Health of the Republic of Tatarstan under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov was held. The event was held in the International Information Center based at the Volga State Academy of Physical Culture, Sports and Tourism.

The participants of the meeting summed up the results of the health system's activities in 2020 and defined the tasks for 2021.

The year 2020 has entered the history of the entire world community due to the development of the pandemic. The health systems of all countries functioned under extreme conditions and a new reality.

The entire system of medical care in the Republic of Tatarstan has been completely reformatted. For a short time, taking into account the epidemiological situation there was formed the new system of medical care. Using the practical experience of the "Soviet" health care in the republic, 5 medical districts were created, in each of which provision hospitals were deployed on the basis of republican, city and central district hospitals.

During the pandemic, the number of state organizations involved in providing inpatient care to COVID-19 patients and the number of inpatient beds was almost doubled. The refusal to elective care was a forced measure that allowed control the morbidity and mortality of the population from infectious diseases.

COVID-19 testing is currently being conducted in 21 laboratories, including 6 private ones. Over the past period, 1.5 million studies were conducted. The laboratories were additionally equipped with mini-laboratories for rapid diagnostics of COVID-19, which were purchased at the expense of the budget of the Republic of Tatarstan.

From the federal and republican budgets, 2.7 billion rubles were allocated for retrofitting hospitals with up to CT scans, ventilators, ambulances, and personal protective equipment.

17,552 health workers and 936 ambulance drivers were involved in providing medical care to patients with COVID-19. Staffing of the hospitals was carried out at the expense of reallocation (secondment) of medical workers from other medical organizations of the republic. Incentive payments to medical workers and ambulance drivers for the reporting period were made in the total amount of 4 billion rubles.

One of the significant organizational decisions in the fight against the new coronavirus infection was the creation of the Virtual Clinical and Expert Center in the republic based on the RCH's Situational Center. During the pandemic period, specialists consulted 2,228 severely ill patients in all regions of the republic.

In recent years, the issue of modernizing the republic's infectious diseases service has been raised repeatedly, but the COVID-19 pandemic has accelerated the decision. In the republic, in a record time (100 days), a new inpatient building of the Republican Clinical Infectious Diseases Hospital was built, as well as infectious diseases departments were built and repaired in Naberezhnye Chelny, Nizhnekamsk, and Alkeevsky district.

As part of the President of the Russian Federation V. V. Putin's order, a single telephone number 122 has started functioning in the Republic of Tatarstan. Medical organizations of the republic are fully involved in the contact center's work, which receives information about real-time requests. This allows to remove the non-core load of consultations on the registries of polyclinics and the ambulance service. Currently, work is underway to connect emergency contact centers to the general telephone network.

The primary tool in the fight against coronavirus infection, vaccination, is gaining momentum and reaching a mass level. Today, you can get vaccinated in 68 medical organizations of the republic. These are all CRH and polyclinics of the cities of Naberezhnye Chelny (2), Nizhnekamsk (1), Almetyevsk (1), Kazan (13).

The year 2020 has made significant adjustments to the health system's plans. The redistribution of forces and resources, the mobilization of personnel in the direction of the infectious diseases service could not but affect the republic's demographic situation. As a result, the birth rate decreased (2019 – 11.0, 2020 – 10.6), life expectancy (2019-74.03, 2020-72.6), and overall mortality increased.

A comprehensive plan was adopted to reduce the population's mortality rate, agreed with the Ministry of Health of the Russian Federation's main consulting specialists, and approved by the Cabinet of Ministers of the Republic of Tatarstan. A joint analysis with specialists from federal agencies allowed us to identify priority areas for reducing mortality, primary and secondary prevention of diseases. A separate plan for the development of geriatric care has been developed.

Another year of implementation of the national project Healthcare national project has been completed. The implementation of all seven areas of the project was successful.

The development of the primary health care system in the Republic of Tatarstan remains a leading regional project. Since August, the work of mobile complexes has continued. In 99 settlements of the republic, doctors have examined and tested using ultrasound, laboratory, and ECG 26,865 residents of remote villages of the republic. 1,324 people were sent for hospitalization after the departure of specialists, 57 have already performed surgical interventions.

A significant contribution to the preservation of the lives of Tatarstan citizens was made by air ambulance. During the year, the Ansat helicopter carried out 193 flights (the plan is 125 flights), 189 patients were evacuated. Most of the delivered patients were with somatic pathology.

This year, we will continue all preventive measures, such as preventive medical examinations, medical check-ups, and medical examinations. In 2021, 934,800 people should be covered by preventive measures.

As part of implementing measures to combat cardiovascular diseases in the reporting year, a new program was implemented to provide medicines to people who have suffered vascular disasters and who have undergone cardiac surgery. According to the results of 2020, 89% of patients registered at the dispensary with diseases of the circulatory system are provided with preferential medicines.

The regional program for the fight against cancer has been fully implemented. On January 23, with RT President R. N. Minnikhanov and the Deputy Minister of Health of Russia O. V. Gridneva's participation,  a new Oncology clinic with the Radiology department in Naberezhnye Chelny has opened officially. Specialized oncological care is becoming more accessible to residents of the North-East of the republic.

As part of the implementation of the regional project for the development of children's healthcare in the republic, 30 more children's polyclinics and polyclinic departments in 13 municipalities, as well as the Children's Republican Clinical Hospital, received new medical equipment. 107 units of equipment were delivered and put into operation. The construction of the Center for Pediatric Oncology, Hematology, and Surgery on the Children's Republican Clinical Hospital territory is coming to the finish line.

As part of the regional project to provide medical organizations with qualified personnel, in 2020 the total number of medical workers increased by 324 specialists, including 204 doctors and 120 secondary medical workers. As a result of the implementation of social programs, 240 medical workers were attracted to the industry.

In 2021, the Republic of Tatarstan's healthcare industry will start implementing another federal project – a program for the modernization of the primary care system, designed for three years. The program provides for the construction of new facilities and equips them with medical equipment and vehicles.
