Republican video conference

Today, in a building of the Ministry of culture of Tatarstan Republic, has taken place the republican video conference, which   subject was: «Organization and conducting of events for provision several categories of citizens by social services for 2014». During the conference the realization of programs of provision by necessary medicinal products of 7 financially-expensive diseases following the results of 2 quarters 2013 has been discussed.

The participants of the conference:

Ildar Foatovich Badreev - the head of department of social development of the Apparatus of Cabinet council of Tatarstan Republic;

- Andrey Stanislavovich Kondratyev-chief of department of healthcare, sports and forming of a healthy style of life of the Apparatus of Cabinet council of Tatarstan Republic;

- Lubov Nikolaevna Shaykhutdinova - acting chief of the department Roszdravnadzor in Tatarstan Republic;

-Asiya Zinniatovna Valiullina-assistant governor of the unit of Pension fund of Russian Federation in ТR;

-Farida Fatykhovna Jarkaeva - the deputy minister of Healthcare of Tatarstan Republic;

- Natalia Vladimirovna Butaeva-deputy minister of work, personnel and social protection in Tatarstan Republic;

- Olga Veniaminovna Puzanova - the deputy manager on expert operation of the Main bureau of medical-social expertise in Tatarstan Republic;

-Nuria Abdullovna Belomoina - the deputy manager of Republican agency on printing and mass communications "Tatmedia".

There were employees of the Department of Roszdravnadzor in Tatarstan Republic, employees of the apparatus of Ministry of Healthcare of Tatarstan Republic supervising questions of provision by necessary medicinal products, head physicians of republican institutions of health care, out-patient departments of Kazan, principals of the apparatus of State Unitary Enterprise "Таttechmedpharm" and pharmaceutical institutions, representatives of territorial fund of mandatory medical insurance.

 There were representatives of executive committees of municipal unions, principals of medical institutions, their substitutes, representatives of territorial units of Pension fund, territorial organs of social protection, principals of pharmaceutical institutions in the conferences’ halls of 45 municipal republican unions.

During the meeting two main tendencies were discussed. The first one was the organization of work with refuseniks and the reports of members of working group on the organization of explanatory work, according to the instruction of Cabinet council of Tatarstan Republic from 26.06.2013 №1155-p, and the second one was the level of indicators of implementation of programs of privileged medicinal provision and provision of healthcare’s institutions of republic following the results of 2 quarters 2013.

The volume of financing of program of “Medicinal provision of the people” for republic during current year is stated in the total – 1167,9 million roubles.

From the beginning of year the gain of the citizens having the right to obtain social services, has constituted 5 %. For the analogous period of last year the gain had constituted 6 %.

According to the unit of Pension fund of Russian Federation in Tatarstan Republic, the percent of the people refused from the social services concerning medicinal provision, had constituted in 2012 - 72,6 %, in 2013-71,97 %.

On 10.07.2013 the percent of people refused from the social services concerning medicinal provision has constituted 70,9 %, on 20.07.2013 - 70,8 %. On 20.07.2012-71,4 %.

The greatest quantity of refuseniks on 20.07.2013 concerning medicinal provision is existed in:

-Kukmorsky district-78,7 %;

-Zelenodolsky district-78,3  %;

-Nurlatsky district-77,6  %;

-Aktanyshsky district-77,4  %;

-Bavlinsky district-76,8  %;

-Chistopolsky district-76,6 %;

-Bugulminsky district-75,7 %;

-Drozhzhanovsky district-75,4 %;

-Alekseevsky district-75,0  %;

-Baltasinsky district-75,0  %;

According to the unit of Pension fund of Russian Federation in ТR  on 20.07.2013, 679 announcements about renewal of the right to obtain social services are submitted.

Districts, in which there are the least indexes of refuseniks on 20.07.2013:

-Tukaevsky district-62,8  %;

-Muslumovsky district - 63 %;

-Novosheshminsky district-63,5 %;

-Kamskoustinsky district-63,9  %;

-Verkhneuslonsky district-64,7 %;

-Sarmanovsky district-65,3 %;

-Aznakaevsky district-66,2 %.

Implementation of programs of provision by necessary medicinal products of 7 financially-expensive diseases following the results of 2 quarters 2013.

According to Federal Agency of supervision in the sphere of healthcare and social development following the results of 2 quarters 2013, a ratio of amount of the privileged prescriptions which are on delayed upkeep to total quantity of the privileged prescriptions shown in pharmaceutical institutions has constituted:

- In Russian Federation - 0,02 %;

- In Privolzhsky Federal district-0,02 %;

- In Tatarstan Republic -0,01 %.

Execution of limit of financing following the results of 6 months 2013 as a whole in republic has constituted – 90,1 %, in Kazan – 88,5 %, in Naberezhnye Chelny-98,8 %.

Following the results of 2 quarters 2013 average cost of one privileged prescription across the Russian Federation has constituted 827 roubles, in Privolzhsky Federal district–729 roubles, in Tatarstan Republic -583 roubles.

In Kazan, following the results of 2 quarters 2013, average cost of the privileged prescription has constituted 537 roubles.

In Naberezhnye Chelny , following the results of 2 quarters 2013, it was 791 roubles.

Medicinal preparations for provision of patients within the limits of the federal program of 7 financially expensive deseases on 01.07.2013 have been received in volume according to the procurement schedule of Healthcare Ministry  of Russian Federation with the total of 1 002,80 million roubles.

The number of the patients suffering one of 7 financially-expensive diseases in 2013 in comparison with 2012 was enlarged on 5,4 %.

On 01.07.2013, within the limits of the program, it has been released medicinal products (according to State Unitary Enterprise "Таttechmedpharm") to 11912 prescriptions with the total of  540,32 million roubles that constitutes 98,6 % from the total of need of the first half-year 2013. In comparison with the analogous period of 2012 the gain of prescriptions has constituted 15,2 %.

Average cost of one prescription is 45,36 thousand roubles.

Totals for the first half-year 2013 show that the indexes of implementation of the federal program on 7 financially-expensive diseases were refined in comparison with totals of the first half of the year 2012 on 6,2 %.

Also  the totals of the first half-year 2013 are better than the totals of the first quarter 2013 when the mastering percent has constituted 96,81 %.
