Government of the Russian Federation adopted a number of regulatory legal acts on the prevention, spread and liquidation of emergency situations in connection with the threat of the spread of a new coronavirus infection COVID-19:

Federal Law of April 1, 2020 No. 98-FZ “On Amending Certain Legislative Acts of the Russian Federation on the Prevention and Emergency Management”. Government of the Russian Federation has the right to make decisions taking into account cases and conditions where professional activities can be carried out without obtaining the permission according to this Federal Law.

Decree of the Russian Federation of April 3, 2020 No. 440 “On the extension of validity of permits and other features in relation to licensing activities in 2020”. A list of forms of licensing is approved according to this decree.

Order of Health Ministry of Russia dated April 14, 2020 No. 327n “On Special Aspects of Admission of Individuals to Carry out Medical Activities and (or) Pharmaceutical Activities Without a Specialist Certificate or Certificate of Accreditation of a Specialist and (or) for Specialties Not Provided by a Specialist Certificate or Certificate of Specialist Accreditation ". According to this order, a moratorium is introduced on obtaining certificates of accreditation of a specialist and / or certificates of a specialist, as well as cases and conditions are determined under which individuals are allowed to carry out medical or pharmaceutical activities without these documents.

The annex to the order establishes cases and conditions for the admission of individuals to carry out medical or pharmaceutical activities without a specialist certificate or a certificate of accreditation of a specialist, which are used in case of emergency and / or when there is a threat of the spread of a disease that poses a danger to others.

Moreover, thanks to this measure, the list of categories of diseases and medicines has increased.
